SDO Data Completeness

 

Introduction

Following Permanent Commission decision 83 of July 2000 for establishment of the EAD, member states committed to support the implementation by becoming participating State.

It is the obligation of the State to maintain its static data after migration to the EAD. Data providers have signed a data provider agreement with EUROCONTROL as official basis for data maintenance.

The European AIS Database (EAD) is providing amongst other, the Static Data Operations (SDO) service to States having migrated to the EAD, and maintaining data according to ICAO and EUROCONTROL requirements.

SDO is playing a major role according to the continuous increase of requests for operational use of the data: PAN-European services, i.e. eRAD, Flight Plan Validation, ANSP ATM services, FAB, ASM etc...

Aeronautical Data will become a key enabler for future automated flight support systems in ATM. However in order to fulfil future Operational requirements a pre-requisite is the availability and quality of this Aeronautical Data.

Due to the high number of requested information, and the complexity for States to ensure the data collection from the different data sources, the existing static data consistency review process is extended by SDO data completeness review procedures allowing States to monitor their degree of data completeness according to the static data to be provided in EAD.

SDO Completeness Process

The purpose is to set-up a process facilitating the monitoring of static data completeness by both States and EUROCONTROL. This will be done according to agreed data provider procedures supporting the provision of all the required static data resulting from the gap analysis.

The Static data completeness is covering all relevant AIP information, and is going beyond the scope of ICAO Annex 15 requirements to address operational requirements, as addressed in the EUROCONTROL EAD Steering Service Group (SSG) and Operations Consultation Group (OCG).

The main goal of the SDC tool is to easily identify for the Data Providers Data Elements that are missing. This makes it also for my EAD (ESI) clients easy to identify what is Missing.

To Do list and overview reporting allow for better workflow support with the Production Data. 

Generic Data Packages

The Full static data required are grouped per Generic Data Packages (GDP), based on the data concept used in the version 4.5 of the Aeronautical information Conceptual Model (AICM) and Aeronautical information Exchange Model (AIXM), in order to facilitate the identification and provision of the missing/incomplete data elements.

Each data element is identified with further details related to the AICM/AIXM entity/sub-entity, including:
  • a reference to the operational requirements,
  • a recommended priority level for data provision,
  • a reference data count indicating where ever possible as means of comparison. The SDC uses natural keys to make the Data more understandable. E.g. ground service refers to the Aerodrome.
  • The reports contain the related entities
The GDP are:
  • Aerodrome: Aerodrome, heliport, runway, taxiway, etc.
  • NAVAIDS: DME, NDB, VOR, TACAN, etc.
  • Routes: Route, segment, usage, etc.
  • Points.
  • Procedures: IAP, SID, STAR, etc.
  • Airspaces: FIR, UIR, P, D, R, CTA, etc.
  • Obstacles
  • Organisations

Workflow support

The SDC Tool offers also workflow support to the Data Provider. The main workflow streams used in the SDC tools are:
  • NIL reason provision -> Allowing closing the Data ambiguity of availability
  • SDO to do checklist -> Allowing keeping track on To Do SDO production
  • Reject Ownership -> Data Identified as being outside the area of responsibility
  • Identification & Coordination -> EAD Operations provides assistance for coordination between DP's
  • Notices -> a way to assure that the advised Data Provider is aware of Data Assigned by EAD Operations
  • Progress Reports -> through most of the Tables excel sheets can be downloaded for further support or Data Item filtering. In addition some dedicated Reports are available for:
    • NIL reason provision progress
    • Discontinuity of Routes
